I’m looking for ideas for low-cost STEM activities and projects that staff can do without a lot of training. Thanks!

If you have access to the internet for individual students, you can start exploring the online content in STEM areas. In my home state, Utah, we recently connected with the Utah Mining Association and they have provided a complete project for exploration into geology and mining technologies. This project includes samples and training for our 4th grade teachers.

There are amny resourses available but I love the pocket scientist books from USBourne. They have a red and blue and have countless activities that are done with common household items/even common school items that you would be able to bring valuable ideas to your students. I used these in an afterschool program and my students flipped over them. (I also used them in a homeschool environment)
